NOC   CLB Level   Test result for each ability
             Speaking   Listening   Reading   Writing
0, A       8   6.5       7.5   6.5             6.5
0, A          7   6.0       6.0   6.0             6.0
0, A, B   6   5.5       5.5   5.0             5.5
B          5   5.0       5.0   4.0             5.0
B          4   4.0       4.5   3.5             4.0

my score falls in skill level A.

IELTS score an issue here... not i guess..

If your job is skill type 0 or skill level A, your results do not meet the language requirements. But if it's skill level B, then it meets the requirement.

Below is what the guide says, and my interpretation could be wrong. Perhaps, it would help if you share how you interpreted your results?

•If you have qualifying Canadian work experience at Skill Type 0 or Skill Level A of NOC, your test results must match the CLB/NCLC below (see chart):
◦7 or higher for each of the language abilities, or
◦6 for any one of the language abilities, 7 or higher for any other two of those abilities and 8 or higher for the remaining ability,
•If you have qualifying Canadian work experience at Skill Level B of NOC, your test results must match the CLB/NCLC below(see chart):
◦5 or higher for each of those abilities, or
◦4 for any one of those abilities, 5 or higher for any other two of those abilities and 6 or higher for the remaining ability.

NOC   CLB Level   Test result for each ability
             Speaking   Listening   Reading   Writing
0, A       8   6.5       7.5   6.5             6.5
0, A          7   6.0       6.0   6.0             6.0
0, A, B   6   5.5       5.5   5.0             5.5
B          5   5.0       5.0   4.0             5.0
B          4   4.0       4.5   3.5             4.0

my score falls in skill level A.

This is how i interpret scores..
correct me if i am wrong..

Listening - 7.5 ---> CLB level 8
Speaking 7.5  ---> CLB level 8
Writing 7---> CLB level 8
Reading 5.5 ---> CLB level is 6 for 5 (but my reading score falls above 6).

I guess this score should be good enough for skill level A and my NOC is 2173.

Hey Love,

Your IELTS Reading Score is the problem you need atleast 6 to attain CLB Level 7 and you had 5.5 hope this explains your rejection

mine is CLB level 8 in L W S and CLB level 6 in Reading.

Hope this should not be a problem.

Thanks Jes...

Even now i can't get reference letter from my employer..

how ever i am planning to reply to the email i received from ottawa to request that "Whether my file can be re-considered if i submit the proof of employment stating that i was in canada for all the periods i mentioned in the application from my employer"

Once i get a positive response from the ottawa, i can go for a kill with my employer to provide the proof of employment.

Your inputs are highly appreciated.

Sorry to hear about that, but it is always risky if you do not give the required documents.  The VO states that Your application was rejected because you did not include a Letter of Employment from your employer.

Additionally, according to the VO, you submitted a contract instead of a Letter of Employment.  Apparently, this contract does not specify the location of work being in Canada and Canada only.

If this is true, your only option is to reapply, this time with a Letter of Employment from your employer, that contains ALL the required details as specified in the Document Checklist.

Employment verification and the offer of employment are two different things! Immigration requires to have an offer of employment which outlines your duties, salary, benefits etc etc in detail.

Your file will not be re-opened now if you offer to submit new evidence.  It is your own error if you do not submit a required document, CIC will not reconsider in this case.  You may re-apply with a new application, but unless you correct the deficiency the result will be the same.

Your file MIGHT be reconsidered if you could show that CIC made an error of fact or judgment (e.g. said you did not submit the letter, but you actually had submitted it; or miscalculated your language level).  But this does not appear to be the case.

I hesitate to mention this - The only sliver of hope in getting the rejected application re-opened (at great financial and time costs - it would probably be faster to file a new application), is to consult a lawyer to determine whether you have any grounds under "procedural unfairness."  I have not seen your application so I do not know what evidence you submitted - but if you did actually submit adequate alternative proof of skilled employment (including duties/responsibilities, hours, etc.), then CIC should have considered the evidence based on their own guidelines.  It is very unlikely that you submitted enough proof to meet this standard, but that would be your only possible grounds for contesting the decision.  Don't bother trying this on your own, you would need a lawyer to help you with this...  and you'd better have photocopies of EVERYTHING.

Also consider what the others are saying - I do not know about IELTS scores, but it is possible that the scores were too low, but it just wasn't mentioned because the application was already rejected on other grounds.

Good luck -

Hello Guys,

My Employer has provided me a reference letter which states following... is this enough? I have copies of contracts and Pay Stubs too
Will this be enough? or I would need to add something in the below letter, my employer may add if I request them

I have offer letter too in e-Mail attachments but not signed.

This will confirm that you have been employed by XXXXX. since March XX XX, 2009 as a temporary employee. Your current position is Consultant in our XXX location.
Your current annual salary is $XXXXX.

Yours truly,
Signature of the manager

this letter will not help you! They will question your NOC just because your job title is not specific as to what kind of consultation you work as? how many hours? How many mths have you worked at the same location in Canada?

Ask your employer to be more specific.

This surely not enough for VO when processing your application. Why "temporary employee" term in here? This is make confusion and raise lots of question for Visa Officer. I might suggest re-apply in your case and prepare documents carefully. Or you should ask CSIC consultant to help or review your case before submitting documents
