cant send case specific inquiry to VO

cant send case specific inquiry to VO

hey guys today i tried twice but after sending my case specific inquiry (email) i did not recieved automated confirmation message , my ecase status is decision made now so does it mean that my case is closed nd they wont answer my emails nymore ?
