Are there any provinces or cities where learning French is not mandatory in primary school and high school.

you might find schools in rural Manitoba that offer German as a second language. However, I do not believe that you should pick a town to settle in based on French not being mandatory in school. You should first pick a town where you can find a good job and then you can look for schools in that area that offer whatever you are after.

Dear Leon,
I am going to Canada(Richmond Hill, Ontario) on Work Permit with my family by mid of April, I need to join my son(4.5 years) in KinderGarden, Will he get easily admissions there? I heard that schools there start my Sept. Please let us know the formalities.
We have also applied for PR and the application is "In process" in Newyork VO from Jun 2010.

You should go to the school to register your child. You can also visit different schools before you sign a lease so you can pick a good school for him and then look for an apartment close to it.
