Canadian PR in USA wants to sponsor husband

I have a Canadian PR and working under H1B visa in USA
I am getting married in USA and my spouse also is H1B holder
with a different Co.
Can I file PR papers for spouse while in USA ? If so then how?
and how much time will it take?

See the note towards the middle of the page: "Note: Permanent residents residing abroad may not sponsor from outside of Canada. Canadian citizens travelling as tourists are not considered to be residing abroad."
