Canadian PR for second child

I do have Canadian PR but I work in US on H1-B.
I'm expecting second child in month of May, can I get my second childs Canadian PR easily
and how long does it take.

If child is US citizen can I take him/her to Canada with me and apply for Canadian PR from Canada?

As a PR, you can't sponsor your baby for PR from the US.  You have to be in Canada to do it.  If the baby is a US citizen, you can take it with you to Canada but if the other parent is not with you, it would be better to have a letter from the other parent saying the baby can travel and that you are not kidnapping it.  Sponsoring a child through Buffalo takes average 3 months, see http://www.cic.gc.ca/english/information/times/international/06-fc-children.asp#west

Move to AB, you get covered by AB health starting day one if you are moving from another country.  I don't really know about any private insurance in ON.  I don't think you need to have a job to get it, I am sure you can just buy one.

In the OP case s/he is already a PR so by moving to Alberta s/he would still have to wait for 3 months as they would consider not an initial entry.

Who says it has to be initial entry?  The AB health website says:

If you are moving or returning to Alberta from outside Canada, you may be eligible for coverage on the date of your arrival. To ensure coverage, you must register within three months of arrival.

It also says:

    * If you move to Alberta from within Canada your coverage begins the first day of the third month following the date you establish permanent residency here. For example, if you establish permanent residency in Alberta on July 12, your coverage is effective October 1.
    * If you move to Alberta from outside Canada your coverage begins on your date of arrival in Alberta.
