The situation is still the same.

The Canadian parent (regardless father or mother) had to submit material such as his/her Canadian birth certificate/citizenship certificate with signed the application form on behalf of their child to the Canadian consulate.

For details, click on the link I indicated in one of the older post.

Hi there
I too am a born Canadian citizen and gave birth to my daughter in Guatemala Jan 30, 2011. We applied for my husbands PR Feb 24, sponsorship was approved march 24 and we are waiting out the application process....
We applied for our daughter canadian citizenship (which she gets because i was born in Canada) and we applied for a temporary passport its only good for two years but we can travel back to canada with it (we had to show proof of travel to get it and a bunch of pictures)

I don't know if any of this helps but if i can help let me know
ps i don't know what happens to her health care or baby bonus because she was born out   of country....

For any person's healthcare they have to meet the residency requirements of the province where they settle (except for babies newly born in Canada).  The child tax credit is dependent upon your last tax assessment.  You have to file taxes in Canada to be eligible.
