Canadian Immigrations question regarding the ARC

Hi,
 I had a few questions regarding the ARC form. I was asked to leave Canada at the boarder when I requested to stay for 6 months. At the time we was not married. I was denied and was issued an exlusion order for 1 year. Since then we married and started our sponsorship packet. We where told by a lawyer to submit a ARC form to see if I can return to Canada while our sponsorship application was being processed. So we did along with the fee and it was returned saying that it was suposed to be included in the sponsorship forms.

My question is are we suposed to include it with the sponsorship forms including the fee or file it seperatly after we file the sponsorship forms?

We are being forced apart due to all the complications with not knowing the process;  online help, forums and the websites do not include enough information for all the questions we have.

I have to deal with that too, so I ended up asking the Embassy.
This was their reply:

Dear Sir,
 
Thank you for your e-mail!
You may send your application for an Authorization to Return to Canada along with your sponsorship application, or we will at a later point advise you to send the documents (once we are processing your file). It is your choice.
