Canadian Experience outside Canada

This is meant to be a hypothetical question.

As Canada has many multinational corporations (MNC) operating world-wide, they employ people all over the world. If somebody happens to be working in such a Canadian organization in a different country for more than a year can't his/her experience be regarded as Canadian?
