Hello,

I am qualifying for CEC, but my wife is currently studying in Canada with a student permit(She just came here).
Can I still apply to CEC? If yes, can she get the residency status with me?
Finally, would it take more time than usual if I apply with this situation?

You just include her as a dependent in your application, "read the instructions" You don't have a choice not to included her in the application.  It will not take any extra time.
