I am in US and would like Canadian friend to visit.  I have a passport and have met him in Toronto and BC.  He is having hard time with passport application because he has been a shut in for a couple decades.  I know sounds crazy.  Anyway, how does he find two unrelated people to say he is who he is.  HE A NATURAL BORN CANADIAN CITIZEN FOR HEAVENS SAKES!  In any case, he had a passport a couple decades ago.  Doesn't that count for anything?

DOes he ever go to a doctor or dentist? They can sign a form vouching for him.

Nov 09 Approved; sent to Hong Kong.
Interview April 4, 2011 (so slow!!). Passed.
15 April 2011 New medical done.
7 July 2011  COPR received.
15 July 2011 landed in Vancouver. At last.

I told him his Dr.  Ugh.  Maybe he don't want to come here...  He needs to see a dentist though haha.

Well - he doesn't qualify for the simplified passport application process since his passport has been expired for more than one year. So no - the decades old passport doesn't really count for anything unfortunately. He really needs to find two individuals who will vouch for who he is (if he wants a passport).

Does his father have friends who know your friend? Maybe they can sign? Does he have a god mother or god father who's not related to him? What about a neighbour?

Why -- suddenly -- does your friend want to venture out into the open, the cruel sunshine, tedious border crossings etc et to travel?

To see me of course silly!  Haha.  I do enjoy traveling up there but, it would be nice if he could take the drive or plane down here!
