I want to apply for canada singal entry visa. i am in USA . i have a student visa. my wife is in India. and i want to apply for both of us for visitor visa from New york. so can i submit my application to new york. even my wife is in india. she has no USA visa. she can apply with me to new york?

You can apply, but how are you going to get your wife's passport to New York and back to India?  To be approved you will have to demonstrate your ties to the US, which might be difficult with student status.
