Canada student permit..! Confused & frustrated as well!HELP!!!!!!!!!!!!!

I applied for student permit on 1st March from the CHC, london. I have not got any reply from the embassy since then. My details are as under:

Applied on 1st march(in person) (5 weeks over now)
Course: phd. Neuroscience in Manitoba university
Finance: 20K stipend per annum + I showed some 10 lacs in my bank accounts in the UK and India
Wife will b accompanying with me , application included with mine..
Citizenship – Indian
I have also Applied for Canada skilled worker immigration program in jan 2004 from newdelhi- file in process (had to write that detail in the application form), I understand that according to the rules, such an application would make any difference in my student visa process!!!1

To me, my case looks fairly positive. However, I am worried because I have not received any communication from the embassy since my application. I personally went to the embassy twice, but they don't talk with applicants and make you fill a general enquiry form, which they say will be replied as soon as possible. But I never got any reply, neither through email/telephone...
A normal application in London office usually takes 2 weeks!!
Can anybody comment why my application is taking sooooo long??? What can be the possible reason of delay?
What should I do?
