they have only three policy options. 1- increase immigration levels. 2- stop taking new applications. 3- increase human resource in their visa offices. i personally believe they will increase the FSW numbers within the overall immigration figure by reducing some of the other categores and also stop taking new applications or putting caps on all categories. other wise the backlog monster will stay in their closets for a long time to come..

Why would increasing immigration levels help the backlog, they cannot process the number they receive at present? It certainly will not be option 3, the government are cutting at present and in the near future.

This seem to be a wild idea but.... i think canada should just return all the applications that got caught in the backlog in the past years since they no longer "reflect" the job market's needs (which is the main driving force of the FSW category). most of them i know already want to move on with their lives or into another country. i understand that these people need closure as well. or they could just reapply.

That would be the more politically acceptable way of doing it, far better (for the government) than announcing a program is being shut down.

I don't think all 'old' applications do not reflect the current job market in Canada. For example, if a Doctor is on their current job market's need, they should have gone through all applications under this NOC from the many years ago and process their application instead of accepting those who apply now. Hope this makes sense. Anyway, I think they have their reasons for doing that.

Government can not "do away" with the old applications, if they could they would have done that long ago. Closing intake of new applications is the only solution.

CIC is well aware that any retrospective amending of regulations to the detriment of backlog applicants will open floodgates of litigation, something that happened in 2003.
