Ok, yeah. Since he has been living outside of Canada for more than one year he can import goods duty free up to a value of $10,000. This publication will help you sort it all out.
http://www.cbsa-asfc.gc.ca/publications/pub/bsf5087-eng.htmlHe (or you) will have to export/import the vehicle. There are quite a few steps to the process. If you PM me, I will send you a description of my experience with the process. First check here to be sure the car IS importable to Canada. The website describes the steps but I found it a bit confusing.
http://www.riv.ca/Home.aspxI'm not sure how it works for married couples, my car was titled in my name. Is the title for the car in your name?? If so, it might be worth a call to the customs office where you plan to cross the border (I assume he or both of you will be returning before you have your PR) to ask about the requirements for whose name is on the title.
Let me know if you need any more help. I\ll be glad to share what I know about the process.
