I just need a quick answer... Can you be in Canada (from a visa exempt country) and actively look for work (but not working of course) in hopes of obtaining a work visa?

Just an extra note to this. The job falls into group 524 on the NOC list which is skill level B. Also, she has 1 continuous year of paid employment, so I think she (my girlfriend, I am a citizen) should qualify as a skilled worker.

Yes, she can look for work. She can not start work until she obtains a work permit.
