Can we transfer file to another VO

Can we transfer our file to another VO??
If i want to move back to india, is it possible.

Please suggest your view, i got my 2nd AOR from Buffalo on 9th Dec 2010
And i am waiting for MR.

yes it's possible but remember it will take atleast 6months for transfer your file.
after transfer ND CHC will start process on your file. So if you don't have problem to waste atleast 6months extra than transfer your file to ND CHC.

9.7. File Transfers
There is an existing file transfer policy. Please review OP 1 sections 5.19 and 5.20.
Visa offices may transfer files at any stage for reasons of program integrity.
But remember transfer file it will delay your case, my lawyer told me it will take atleast 6months or more when I realized ND VO is speed-up to issue visa. so I ignore it because I dont want to more delay un-necessary now.
