Can we report our months that we worked W/O WP under LCP

Hello forumers, this is a case of my fellow kababayan here that she wants to submit her OWP/PR application now that she reach 24 months and she worked for 4 months without new WP. CIC found out that she worked without WP because before when she followed up her WP application and she accidentally answered back to CIC agent that they asked her if she already started working and she answered yes and CIC agents replied to her she have to stop working until you will get your new WP. And when she got her new WP the remarks is "Temporary WP is restored" although she didn't pay $200 as restoration fee she only paid $150 for new WP application. Now can she include those 4 months in her application or is she needs to allow to work another 4 months to filled up those months before she will submit her OWP/PR application?
