Can we get expedited citizenship certificate if accepted to McGill for fall 2010

My daughter is a Canadian citizen, but was born to Canadian parents in the US, where she still lives. She has been accepted to McGill with partial scholarship for fall 2010, she is very bright, but needs a citizenship certificate or she cannot get Canadian tuition and will have to pay international rates (approx $20k vs $5k) even though they recognize she is a citizen. She needs to commit by May 1, but has been told it may take a year or more to get the certificate, and she cannot afford the international rates

We have been told by a service company that if she gets a letter from the university explaining the urgency, the service company can get her an expedited certificate if we pay them a fee for handling the application on her behalf. Does this sound right or does this sound like a rip off?
