Yes , appeal can be filed to the Federal Court( Immigration Adjudication Division (IAD)). It cost above $3000 and takes about a year for decision. It has to be filed within 30 days of communication of rejection order.

It depends on your case. If refusal was made due to negligence of the visa officer then you may appeal
