Can waiting for sponsorship be used as a reason for extending visitor visa?

Sorry for duplicate this topic from the family sponsorship section to here, but I think I may get more advices from both places...

My mom visited me since June 2008. I submitted the sponsorship application for her   @   Aug 2008.
 I extended her stay on Nov 2008, and she got a extension till Oct 2009.
I applyed for her stay again on Sep 2009 and the application is refused. Now I'm managing to apply for the restoration of status for her, could I use the waiting for sponsorship decision making as one of the reasons for restoring her status? I didn't mention this as a reason in the previous applications. Thanks.

Probably won't work, since the sponsorship won't be approved/refused for at least 16 months, and then there is the overseas processing another year or so.

The real reason my mom wants to stay here is she wants to speed up the 2nd step of her immigration application.
It takes 10 months to process the 2nd steps in Buffalo, but it takes more than 20 months in my home country. To make sure her case could be processed in Buffalo, she has to already stay in Canada for 1+ year when the sponsorship desicision is made. It is about 16 months left before our sponsorship get processed, so it seems no time left for her to go back and apply visitor visa again to re-entry within 4 months...Plus, cic seems speed up the sponsorship process, so it may be less than 16 months for us...

I just read an article in 2002, that cic doesn't allow immigrant applicants stay in Canada in order to speed up their 2nd step immigrants. But I cannot find this info in cic website. So I don't know whether I should mention the purpose of speeding up immigration application when I apply the restoration of status for her...

To apply the 2nd step through Buffalo, your mother would have to have been ADMITTED to Canada for 1 year, not reside.  From your post she originally was admitted for less than 12 months, so she can't apply through Buffalo.
Since First stage approval is 32 months, which is when they open the application, I don't see how your application will take less time.

admitted means to have a valid Canadian visa / or visa extension for a year.

Admitted for  at least one year: When your mom entered Canada and she was at once given a valid stay for at least one year. Meaning your Mom having entered Canada in June of 2008 and she was given valid stay until June 2009 upon her arrival.

I have not heard or read of visitor allowed one year stay upon entry, even for multiple visit visa holders. I was just trying to explain to the OP how it is to be admitted for one year. Maybe there are exceptional cases allowed. Even those given three year multiple entry visas are given 6 months allowable stay each time, sometimes less if the visits were too close.

6 months is the default. Immigration (not customs) officers can give you different time periods, but you'd have to justify it. If you ask for 1 year it will obviously be harder to show intent to leave after your time expires, so the best bet (in my opinion) would be to take the 6 months and then apply for an extension.

no problem, job_seeker  I just asked the question out of curiosity. I don't think they will ever give someone a one year entry at the POE, one should be lucky enough to get 6 months from them.
