Sorry but technically, they can do what they want. If they're not convinced, they don't need to grant PR even though they have your passport. It's only a done-deal when you actually land.

Some visa offices request the passport pretty early in the process and it's not necessarily an indication of approval.  Others don't request the passport until they're ready to issue the Confirmation of Permanent Residence.  So, there's no way to know for sure whether they will approve or reject an application simply because they've requested the passport - it is possible, still, to reject it . . . although if you have clean medical and criminal clearances, the only other reason they'd refuse would be not believing you have a genuine relationship.  That's usually the first thing they work on assessing.  How long has your application been in process, and through which office?

Hello,
Medical and Security clearance are very important, these are two big issues which must be cleared, but the last and equally important issue is if married is genuine, some genuine marriages also being refused but its  your job to provide them as much evidences as much you can, pictures, money transfers, love letters, hotel reservations, joint bank accounts, etc and also keep one copy with you. then everything will be fine for you inshallah.

I really thankful to all your valuable replies, but i am sorry as i think i hv posted my query at wrong place as this seems to be for family class and i am under PNP stream.
But still your valuable suggestions are most welcome.
