CAN STUDENTS APPLY FOR WORK PERMIT UNDER TEMPORARY FOREIGN WORKER PROGRAMME

Hell Guys,
Can international students with valid study permit and TRV who for some reasons do not want to work under a student related work permit programme such as:
1.the off-campus work permit programme
2.the on-campus work permit programme
3.the internship/ co-op programme,
apply for a work permit during or after their studies under the Temporary Foreign Worker Programme inside Canada?
A friend of mine just told me it's possible and he has read it somewhere on the CIC website but couldn't give me the link.
So I humbly want to know if it's really true and if someone has any clue about this .

Yes, it's possible to change your conditions from student to worker if you have an employer with a positive LMO, a job offer and are qualified for the job.  However, you cannot be both a student and a temporary foreign worker in this program.  You are one or the other.

Yes, you apply to Vegreville under New Employer stream.  If you meet all of the requirements, there shouldn't be any difficulties.
