My step sister is a citizen of Canada. She is my mom's sister's daughter. She is my father's brother's daughter as well. Can she sponsor me?

Only parents, spouses or dependant children can be sponsored under the family stream unless you are her only living relative.

Irrelevant, but isnt your mom's sister's (and/or father's brother's) daughter your cousin, not step sister?

So your fathers brother is married to your mom's sister?  It must be a small town they come from Smiley

Jokes aside, although she is your cousin on both sides, she is still your cousin and not your sister and she does not qualify to sponsor you under the federal system.  If she lives in Saskatchewan or Manitoba, she may be able to sponsor you under the provincial nominee program.
