I have a question that if sponsorship application for a dependent child is submitted by the sponsor and if it is approved / authorized within canada, can the sponsor go back to its country and work there on his job until his dependent child gets visa stamped from local visa office; despite the fact that he has declared that he is resident of canada. Will there be any implications.

There could be problems if immigration tries to contact him and does not find him there.

IF the sponsor is a Canadian permanent resident, s/he is required to be resident in Canada in order to be an eligible sponsor - so if s/he goes back to the home country to work, s/he is no longer eligible to sponsor and the application would be refused.  If s/he is a Canadian citizen, it's allowed to be outside Canada while sponsoring.
