Since your mother lives in Canada, it is option b), she is the sponsor and she lives in Canada.

dnes,

If you are the PR applicant and you are living in Nepal, it is option a) outside of Canada
However, if You (and anyone else being sponsored) in Canada now (whether it be on a TRV or another visa) then you have the option to go through outside of Canada or inside. But if you're living in Nepal you MUST choose B) OUTSIDE of Canada

Only spousal and live-in caregivers are given the option to apply inland (inside Canada).
As you are being sponsored by your parent, you have no choice but to apply outland (outside of Canada).
