Hello all,
thanks in advance for helping out.
I intend to apply for a PR. i am a civil engineer with 5 years experience from an island in the Indian Ocean where our qualifications are in affiliation with the UK. i have a friend who is rather un-skilled meaning he does not have an A level but he has a diploma in Information Technology which apparently is not recognized by the Canadian Authorities. However, he has some work experience as a computer technician. Is there any option for him to apply for a PR? we are not opting for marriage or anything, so nevertheless can we still go through the procedures together, like him being a dependent to my application?

Unless he is your spouse, either married or common law it is unlikely that he would qualify as there are no IT jobs on the list of "29".  http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#list
By the way there are no engineering occupations on the list, so unless you have a job offer in Canada or have worked/studied in Canada, you don't qualify either.
