Hi,
I sponsored my wife's family(Parents and Brothers)3 years ago and their case is still in process. Can my wife's brother apply for a visitor visa while his sponsorship is still in process?

Yes, he can apply. Granting to visa is up to the Canadian embassy's discretion.
The TRV is granted for 6 months but it can be limited to a shorter by the Immigration Officer at the POE.
Your brother should prove his intention to return to his country before expiring the allowed period ( means at least on the last day).
