Sam try going through this:

You are in the NOC list so, check the below website and see if you have performed 70-80% of the given duties of that particular Job, enter the code you picked from the above List (that represents your job) and enter in the search....Also it has to be paid and you have to prove that you were paid, proof can be a letter from your employer or Pay slips etc etc...
http://www5.hrsdc.gc.ca/NOC/English/NOC/2006/Welcome.aspx

Download and read this guide:
http://www.cic.gc.ca/english/pdf/kits/guides/EG7.pdf

Then take a Test to see if you make the 67 Points:
http://www.cic.gc.ca/english/immigrate/skilled/assess/Education.asp

Then see the Check List for Documents:
http://www.cic.gc.ca/english/pdf/kits/forms/IMM5612E.pdf

If you are serious about Immigration, you should go through the documents listed above. It will arm you with GOOD info and Tips.

To be safe Mark your Education Points as 20...and 22 Max.
IELTS...Language Points.....4+2+2+2 = 10
Age 10
Spouse (probably) 4
Experience 19 ( as i am not sure if part time counts, Experience as per CIC has to be Full time work).

Your Total would be around 63 / If we put 22 for Education still its 65....
You need to work on IELTS and get it up to Max.....You will add 6 Points that way.
