Can "Proof of Funds" show joint statements

When exactly is this proof of funds sent? is it when sending documents to Sydney or when sending documents to the visa processing office?
And is the calculated payment amount for the application sent to Sydney (CIO)?

What about statement or Draft is only under spouse name, (no joint account) will it be OK at the time of landing?

it should be. if we can show funds in either of our or our spouse's name then i do not think having statement in spouse's name only can cause any problem.
