"Can a federal skilled worker applicant whose case is being processed go to Canada on a study permit before being offered PR?
In that case would his case continue being processed while he is a student there?
 
Can you ask this question on a forum and let me know?"

I believe you can still apply for student visa, if your PR file has much more left before it can be processed, the may issue a visa.

You should try it, If you satisfy all requirement, I think you can get it.
