As far as I am aware, this isnt right.
Since dual intent is accepted in Canada, you can apply for TRV (Student Permit) irrespective of the PR application in-process or already rejected.
The problem is to prove family ties in your country and prove that you will not overstay the temporary permit if issued.

I agree with Sanity. One could apply for Student permit after a failed FSW application. The onus is on the applicant to prove that he would return to his home country after the specified time on the Study permit; therefore one has to take additional measures (esp. with a failed FSW application) to prove very strong ties to home country. Unfortunately, these type of applications are subjected to extra scrutiny and demand a lot of documented proofs, despite Canada's policy on Dual Intent.
