My wife's mother lives in the caribbean(Dominica NOT dominican republic). She was born in Dominica, her father then migrated to Canada and became a citizen there he however applied for citizenship for my wife's younger brother but didn't do so for her. Is there a way for my wifes mum to be able to apply for citizenship through descent or something? She is 55. She is in Dominica. Your help would be appreciated.

No, as she was born before her father became a Canadian citizen.

would he be able to apply for her to move there?  He is also quite old and may need someone to care for him, is there anyway she could go there to be his carer
