can my girlfriend get a open working permit while visiting canada

I have a one year contract with a transport company in Alberta. I heard that wife of a truck driver gets a open working permit as long as his is valid. We are not married but are living together for two years. Can I bring her here as a tourist and then try to get her a working permit. She just got a Masters degree and she would like to check with the University of Alberta what process she should  have to go thru to get her diploma accept. We are  booth Croatian Citizens.

I guess you dont need to apply for her visitor visa as long as you got the application for her on the website mentioned above. that's what all of my foreign co-workers did..just apply for their spouse or common-law partner, then once they got approved they joined them here and the validity of the work permit is same as their spouse or partner.
