Can my fiance stay in Canada while waiting for immigration papers from France?

Hi, not sure if this has been asked yet

My fiance is currently staying with me in Canada. We received a letter last week (from France) stating that we have to pay the permanent resident fee ($490) before they can complete issuing her permanent residency. We sent the payment the same day we received this letter. I'm pretty confident that this was a letter of approval (but not entirely sure). My question is this....her visitor visa expires this week! Can she stay here in Canada while waiting for her immigration papers to be completed in France?
