Can my brother sponsor me

Hi
my brother is a PR of canada.He wants to sponsor me n my family ( i am 35 yrs old n married).Can there be any condition under which he can sponsor us.Both he n his wife r PRs .Wh t r the requirements for being sponsored as other family member category.Secondly he also wants to sponsor his (mine also) parents , are both these conditions possible?

He can sponsor your parents. He can't sponsor you or your family.
