Can I tranfer PR application from my born country to Buffalo

 I already sent PR application to CIC and sponser had been approved and now my application at canadian hight commition in my born country, Can I tranfer my application form to Buffalo, because when CIC aske me for interview I need to fly back for interview if in Buffalo is very close to me

Nope, CHC/CIC doesn't transfer files "except for the integrity of the program"  If there is an interview, it will be at the Visa office to which you applied.
