You can take IELTS anytime, on a scheduled date. Go to www.ielts.org or contact the British Council of your country to obtain the test dates.

And also at the time you submit your application you should have the required IELTS score to dicide your points for the language proficency. So basically when you are submitting you should have the IELTS examination results.

.... but depending on the time of the year, sometimes most centres are fully booked for like 2 months, I did mine i Estonia even though I live in Finland, meanwhile Sweden and Latvia were fully booked. So the earlier the better. Don't wait till the lst minute!

is it pre-requisite to take first IELTS  and wait for the result before sending application to Nova scotia?

Yes offcourse you can take ur test anytime of the year but ur IELTS certificate is only valid for 2 years so make sure you take that exam closer to the date that u are expecting ur docs. request.
