I want to know if I'm still elligble to sponsor my mother even if I'm not working right now. I have a kids boths are less than 3yrs old, my purposse of sponsoring Her is so that someone can look after my kids when i go back to work.

If you are PR/Citizen and still meet the LICO financial requirement even not working, I think you still are eligible to sponsor your mother

As steaky said, you must meet LICO (low income cut off) requirements in order to sponsor her. This means you must be making a certain amount of money per year (as income) in order to sponsor your mother. Since you are not working, you cannot meet the LICO requirements on your own. Do you have a spouse/common law partner? If so, you can use their income to meet LICO requirements. If not, then it doesn't look like you qualify to sponsor your mother at this time.

You need to show that you can support your own family and your mother in order to sponsor her.  If your husband co-signs, you can count his income too.  You can see the LICO table at http://www.cic.gc.ca/English/information/applications/guides/5196E10.asp  With yourself, husband, 2 kids and mom, you have to support 5 people so you have to be making a combined $46,850 per year.

However, sponsoring mom is not going to happen fast.  Currently it takes 45 months to approve you as a sponsor, see http://www.cic.gc.ca/english/information/times/perm-fc.asp and after that, it goes to her home country, you can see processing times here: http://www.cic.gc.ca/english/information/times/perm/fc-parents.asp
