Did you sister complete high school and does she have at least post secondary diploma or degree? Can she speak some English? If so, then Manitoba might be an option:

You need to provide more information.

Did she finish high school? After she finished high school, did she go on to complete a degree or diploma?

The answer to both of these questions has to be yes for her to qualify for the Manitoba program.

SK could also be an option if you managed to get her a job offer, see http://www.canadavisa.com/saskatchewan-provincial-nominee-program.html#Family_Members

You must have lived in the province for 1 year before you can apply to sponsor.
