Ah, well they never contacted me ( I have left my phone and email address open ever since) regarding CIO for further processing of my application...

I just plan on re-applying all over again. What is your advise?

Sure, if your NOC is on the list of 29 i would go ahead.  What is your NOC?
Reagrding your draft in the name of receiver general of canada it can only be encashed by them.  So if your consultant did not file your application you can get the draft back and cash it. Since a draft does not contain any details of the sender on it, so it can be used by anyone as payment to CIC.

That NOC is not on the list of 29. The list of 29 is below. You need to qualify under one of these occupations to apply through the federal skilled worker program:
