No, you can not include your parents in your PR application.  You can apply to sponsor them later but it will take several years to go through.

If a person is in canada on skilled immigrant visa.....so can he sponsor his parents to live with him as his parents are dependent on him aged Father 65 and mother 50 yrs Old.He is the only son of his parents.
Is it possible any fastest way to migrate canada on skilled immigrant visa with parents till he get PR???

What do you mean by "skilled immigrant visa"?  If you mean temporary work permit, then no, a person who is on a temporary work permit can apply to take their spouse and kids with them but not parents.  His parents can apply for a visit visa to visit him and if they get the visa, they can apply to extend it after 6 months.  There is never a guarantee that a visit visa will be granted.

If he is a permanent resident, he can apply to sponsor them once he has been in Canada long enough to show that he has enough income to support them.  It takes a long time though.

could you please explain if it's possible to file the application for a parent next month after the PR card is received (after landing) and have a spouse to be a co-signer so as no to prove any income? or a sponsor still needs to live in Canada for a certain period of time after landing?

As long as the spouses income in the previous year is enough to support all of them, the couple, the parents and kids if they have any, they can apply right away.  If not, they need to wait until they have enough income in one year that they can prove to immigration that they can support themselves and the parents.
