I got this response from VO when I inquired whether I could do meds without request from VO and here is the response I got:


"Hello,
 
Please be advised not to undergo medical exams wihtout authorisation from us. When we issue you medical instructions, you can do the tests. For information on processing times, please see:
 http://www.cic.gc.ca/english/information/times/international/"

Well that settles everything. I had a hunch that it has to be like that, with all the forms etc required. Also I think they ask for medicals when they are sure of other things/document checks etc.
