I will be receiving my PR visa next week. Can I drive to Sarnia from Chicago and cross the border with resident visa and COPR? Is Sarnia a port of entry for residents who are entering first time? Does any one has any perosnal experiences?
Can I use rental car from USA in canada with a valid  saudi arabian driving licnese?
I will appreciate a reply?

You can cross the US Canada boarder via Sarnia. According to your convenience you could use a rental car.
Also you are allowed to drive in Ontario with your valid Saudi Arabian Driver's license for 60 days from landing.
