NO, as you have already made a refugee claim and were found not to be a refugee  http://www.cic.gc.ca/english/refugees/inside/apply-who.asp

Nobody can stop you from sending applications in fifty times, but you won't be approved. Smiley

PMM has provided the link for you to read. What Karlshammar is saying is you can apply, it does not matter how many times but chances are you won't get an approval.

Eligibility

Some people are not eligible to claim refugee protection in Canada. Officers receiving your refugee claim will decide whether it is eligible for referral to the Immigration and Refugee Board of Canada (IRB), an independent administrative tribunal that makes decisions on immigration and refugee matters. The IRB decides who is a Convention refugee or a person in need of protection. Your refugee claim may not be eligible for referral to the IRB if:

    * You have been recognized as a Convention refugee by another country to which you can return;
    * You have already been granted protected person status in Canada;
    * You arrived via the Canada-United States border (see Safe Third Country Agreement below);
    * You are not admissible to Canada on security grounds, or because of criminal activity or human rights violations;
    * You made a previous refugee claim that was found to be ineligible for referral to the IRB;
    * You made a previous refugee claim that was rejected by the IRB; or
    * You abandoned or withdrew a previous refugee claim.

Even if your story is 100% true and verifiable I doubt very strongly whether you would ever be allowed in even as a first-time applicant as this is not a refugee question but simply a situation where you should call your local police. As a rejected refugee claimant I think your chances are even less.

I am not trying to make you feel despondent, but I also don't want you to get false hopes... Whatever you do I hope things work out well for you.

why not to try a country in West Europe that doesn't have any records about you? you might succeed there with your current situation. the living style in Europe no worse than in Canada and there's a chance that you get approved, why not to try? if you have such severe threatening problem with your family, I think it would be no difference where to go just to be safe.
that's why my suggestion and it doesn't mean that you need to follow.

Well, you are something in every western country if you apply yourself and work hard, but Canada is probably the one country that is closed to you as a refugee... However, feel free to make a try for it, just beware that the official stance of the government of Canada you are not eligible to apply to be a refugee (even if your reason has changed from last time).

I still wish you the best of luck whatever you decide to do, though.

Second refugee claim, arrives at Port of Entry, Found not eligible, placed in detention, then removed.
