Can I apply visa for me and my wife in person?

I am new here and I am planning a trip to Montreal this Oct. Can I apply Temporary Resident Visa in New York/DC for me and my wife in person? We live in Philadelphia so if that's possible then it will save a lot of efforts as my wife needs to stay at home taking care of a 8-month baby.

Except their web page states 30 days for both mail in and walkin TRV applications.  http://www.canadainternational.gc.ca/new_york/visas/processing-traitement.aspx?lang=eng&view=d

Hi, thanks. So I can come by myself and hand in the application forms for me and my wife then? My friends just got their TRV in DC in the same day so I think this would save a lot of time.
