Hi,

NOC 2281/2282 are these eligable for a skilled worker application if I do not have a offer of employment?

I beginning to think not from another part of the cic website I just read, initially I thought it was but seems misleading.

regards, Paul

No, without AEO (employment offer) you can not apply under 2281/2282. The  list of 29 occupations that qualify can be found at
http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#eligible

There are stages like qualifying by occupation and then having enough points to apply. Only 29 NOC listed in this table are eligible to apply but you can get Points for experience under 0, A, and B occupations.

For example if NOC code is 1122 you can apply under it and claim points for 2281 and 2282 also
