I'm a foreign worker from the Philippines and my BF is planning to sponsor me under common law partner.  Upon searching which is the best thing to do I read somewhere that to apply outland through Buffalo is the quickest? I know I am qualified since I've been working here.  My question is what if they call me for an interview do I have to go to US?  if yes, I will be needing visa to go there right? 

Same case if they process the application in Manila, if they call me for an interview I will go home to Manila.  So what do you think is the best way?

I would opt for Manila.  You're correct if you're called for an interveiw to the States and you couldn't get a visa to go the application would be abandoned because you couldn't attend.  I'd play it safe.

Ok, I think Manila is safer than Buffalo cause my case is kinda complicated so I think interview is needed to defend it.  Thanks ...
