I am going to be applying outland for my PR through common-law right away.  I am in Canada on a tourist visa until April.  Will I be able to submit my application outland while staying in Canada on my tourist visa?

Also, will I be able to apply for an extension to my tourist visa while my outland PR is getting processed?

Yes and yes.  When you apply to extend your tourist visa, mention that you are applying outland and include your file number.  Show proof of being able to support yourself without working, either with a bank balance in your name or a letter from your spouse and a bank balance in their name or their 3 last pay slips.  Show that you have emergency and accident insurance in case something happens to you while you are not covered under Canadian health care.

I was in a similar situation.  I went to Canada(from the US) to visit my wife on February 3, 2011.  I got  stamped for a 6 month visit.  At around four and a half months into my visit I applied for a visitor extension.  I sent in copies of my receipts for payments I made to my permanent residency papers, a copy of my marriage certificate and wrote them a little note explaining my situation.  Under the requested time for extension I put "1 year" and I needed it to wait out my PR processing.  They sent me the official visitor extension paper in mid September granting me the full year I asked for.

Total cost was 75$
