I am married and living in japan, I am a japanese citizen and my partner is Irish. I notice that the application processing times are much quicker in Ireland... Is it possible to apply there as he is a citizen of that country?

Yes, it's possible.  But you'd need to live with him there, and you'd need to be legally admitted for at least 12 months (i.e., you can't use a tourist visa to meet this requirement.)
