from what I know , only a canadian citizen living outside canada can do a sponsorship for his wife, and he has to proove for the immigration that he will return canada as soon as his wife get the PR.
But since you are a PR, I guess that you have to be in canada,do some research over this forum, you will find the expert opinion.

One question for the OP. Did you get your PR visa, get married, then "landed" in Canada? If you did, you cannot sponsor your wife, as she is no longer a member of the family class. If you received your PR visa, "landed" and then returned to your country and got married, then once you return to Canada, you can submit a sponsorship and application for your wife.
